Announcements FILE FOR HOMESTEAD at the Broward County Property Appraisers Office

DID YOU MISS THE MARCH 3rd DEADLINE TO FILE FOR A 2008 HOMESTEAD?

Don't worry. Florida law allows you to late file through September 19, 2008. Our office accepts late Homestead applications and helps taxpayers prepare the required late filing petitions.

Documents required to file a Homestead Exemption include:

A current Florida driver's license or Florida identification card, and a current voter registration card or declaration of domicile
Non-US citizens must also provide proof of permanent residency.

Qualified residents 65 years of age or older as of January 1, 2008 may also apply for the additional Senior Exemption. Eligible seniors must have a total household adjusted gross income not to exceed $24,916. Documents required for the Senior Exemption include a 2007 income tax return or, if one does not file income taxes, a copy of the 2007 Social Security 1099 Form.

Announcements High School planned for SW Broward faces delay

A new school to relieve Cypress Bay High's crowding has been delayed again after two years of wrangling over where to put it.

A new high school for Southwest Broward could be on hold for months longer -- or forever, Superintendent Jim Notter said Tuesday, because the available land is too expensive and the state may determine that so-called High School MMM isn't necessary after all.

The district has been wrestling with where to put the school for two years, vetting about 18 sites -- spending about $500,000 in the process -- and in December, narrowing its choices to two in Weston and Davie.

Despite months of negotiations and a depressed real estate market, one landowner wants more than double what appraisals say the land is worth. The other wants 75 percent more.

''We're so far apart that I believe it's not a good business decision,'' Notter said. MMM was intended to relieve severely crowded Cypress Bay High in Weston. The school has 5,200 students split between two campuses.

Some of the crowding will be relieved when new West Broward High opens in August, enough to eliminate the school's ninth-grade annex in Sunrise. But it will still have at least 700 more students than it was designed to hold. Parents have been waiting for a permanent solution to the crowding ever since the school opened in 2002.

''I don't think that solves anything,'' said Joe Sloboda, a Weston parent whose kids are going into fourth and fifth grades next school year. He said crowding is a serious problem in middle school and high school, one that needs to be addressed.

''I would just ask the School Board to make a decision,'' he said. ``It seems that they continue to delay because they need another study or another comprehensive analysis. And then while they continue to do that, the kids of all of these communities continue to suffer.''

The need for the $125 million high school was justified in a 2001 inventory of classrooms that projected continued growth in Broward. But the district has been losing students for the past few years, and the current economic downturn could drive even more families away.

''It's now time for us to stop and get the state data . . . and ultimately re-look at all the open [classroom] seats that we may have, to see if there's any reasonable way for us to move students and possibly build only one or two additions instead of a new school,'' Notter said.

The district will start working with the state on a new inventory of available space at all its schools in June. The survey, to be completed by October, is usually done once every five years to determine whether the state will give districts permission to build new schools.

Broward asked for two extensions, but now time is up. The district must have a contract to build MMM before October to avoid state scrutiny. With the land purchase still in question, the district has little chance to meet that deadline, Notter said. That's just the reasoning some board members, including Stephanie Kraft and Beverly Gallagher, have used to advocate taking MMM out of building plans. They were pleased with Notter's recommendation.

''I think it's a cautious way to go,'' Gallagher said.

Board member Phyllis Hope, whose district includes Cypress Bay, could not be reached late Tuesday.

Weston Mayor Eric Hersh said he would like to see the board buy the Weston land -- sooner rather than later. The city has been working with the school district to make the new school happen.

''Clearly, I think that the School Board would be remiss if they didn't move ahead and purchase land today,'' he said. ''It's just going to get more expensive.'' He said the need for the new school is proved, and that waiting will only result in more crowding problems.

Notter said he knows parents may be put off, but he is undeterred. To keep Cypress Bay from growing, enrollment at the school will be capped for a second year. This year, about 100 students living in the school's boundary who tried to enroll there were sent to Western High in Davie.

Aside from their price tags, both sites had other hurdles. At the 30-acre, $20 million Weston site, drawing boundaries would be difficult because it is just a few miles from Cypress Bay.

In Davie, Town Council members voted earlier this year against the school being built on 32 acres at Flamingo Road and Southwest 26th Street. They control whether the site could be rezoned for a school. The site's owner was asking about $13 million for his land.

Notter in November recommended the Davie site, but the board asked him to negotiate with both landowners, so that if one deal fell through, the district wouldn't have to start the drawn-out search process again.

At either site, the new school wouldn't be finished for three to four years.

Announcements REVISED WATER RESTRICITIONS

Two-day-a-week landscape irrigation goes into effect April 18, 2008

ODD STREET ADDRESSES - Wednesdays and Saturdays from midnight to 10 a.m. and/or 4 p.m to 11:59 p.m.

EVEN STREET ADDRESSES - Thursdays and Sundays from midnight to 10 a.m. and/or 4 p.m. to 11:59 p.m.

-Hand watering with one hose fitted with an automatic shut-off nozzle is allowed for 10 minutes per day for landscape stress relief and to prevent plant die-off

-Low-volume irrigation, including the use of drip and microjet systems that apply water directly to plant root zones, is not restricted but should be voluntarily reduced

-No restrictions apply to other outside water uses, such as for car and boat washing, pressure cleaning of paved surfaces, decorative fountains and water-based recreation (e.g. swimming pools, water slides).

    Barcode Entry System

Announcements As you may already be aware, the entry system at the front gates will be changing dramatically on May 1, 2008.

As of May 1, the only way to enter through the "Resident" gate will be with a valid barcode sticker affixed to the side window of your vehicle.

The Board of Directors has currently made arrangements for residents to have the barcodes affixed to their vehicles on 4 upcoming occassions (listed below)

Thursday, April 10 from 7pm to 9pm
Saturday, April 12th from 9:30am to 12:30pm
Wednesday, April 16th, from 6pm to 8pm
Saturday, April 19th, from 9:30am to 12:30pm

REMINDER TO ALL RESIDENTS HOA DUES MUST BE CURRENT IN ORDER FOR RESIDENT ENTRY WITH BAR CODE, DISTRIBUTED DECALS WILL NOT BE ACTIVATED IF YOUR HOA ACCOUNT IS PAST DUE

Please fill out the form provided in the "documents" section of the website title "Barcode Form" and bring that with you to the Clubhouse on the dates listed above. For security purposes, you must also bring the vehicle that the sticker will be affixed to as we can not issue a sticker to a resident if the vehicle is not on site.

Additionally, please keep in mind that in order for your barcode stickers to be activiated, your Isles At Weston, Homeowner's Association dues must be current. While all residents will be issued barcode stickers upon request, No barcode stickers will be activated if the residetns HOA account is more than 30 days past due.

If you are an owner and you RENT your home, your tenants must present a copy of their drivers license and a valid lease in order to have a decal issued to them. It will be the responsibility of the OWNER to notify the Association when the tenant terminates their lease so that we can de-activate their respective barcode stickers.

Lastly, with regard to multiple stickers being issued per household. Each resident will be entitled to "barcode stickers" equal to the number of clickers that have been issued to that household. For example if your account has been issued four (4) clickers you will be issued up to four (4) barcode stickers. If your household requires additional barcode stickers these can be purchased from the Association at a cost of $10 per unit.

We understand that this transition is a massive undertaking and the process is not convenient for everyone involved so we ask for your continued understanding and patience. Please email us your questions or concerns or feel free to call our on site Property Manager.

Announcements Dear Isles at Weston Homeowner:

The purpose of this notice is to advise you that the Association proposes to amend Article 8.4 of the Declaration with respect to the Association’s ability to collect special assessments. As you may recall, the Association imposed a special assessment associated with hurricane clean up but required a majority of the membership to approve the assessment. The Association had a difficult time obtaining the necessary signatures and is concerned that its ability to effectively maintain the community in the event of future emergencies will be hampered. The Association recognizes that you may be concerned about the Association’s unfettered authorization to impose special assessments so the proposal has limited the non-emergency charge the Association can impose to $500.00 per lot per year.

The proposal requires your vote in person, or by proxy, at a meeting. Hence, notice is hereby given, in accordance with the Association’s By-Laws and Declaration, that a Special Meeting of the Members will be held at the Clubhouse, located at 4005 Isles at Weston Avenue, on April 10, 2008 at 7:00 p.m. Please note that sign in will commence at 6:30 p.m. It is therefore important that you either attend the meeting in person or complete the enclosed proxy. To be effective, a proxy must be correctly completed. At the top of the proxy, please fill in your address and the name of the proxy holder. In the middle of the proxy under Limited Powers, please check if you wish to vote for, or against the proposals. Immediately following your choice, please sign and date the proxy.

For your convenience the Proxy form is also located in the "Documents" section of the website.

The Board strongly recommends that you vote for the amendment so that we can maintain our community to the standards we all expect. If you are unable to attend the meeting, please complete and return the proxy.
